Please note that this vacancy may be withdrawn at any time should it be filled via the internal redeployment processJob Overview PLEASE NOTE THAT WE WILL ONLY ACCEPT APPLICATIONS FROM STAFF CURRENTLY EMPLOYED BY ANEURIN BEVAN UNIVERSITY HEALTH BOARD We are looking for an experienced, enthusiastic and highly motivated individual to join the Strategic Capital and Estates Planning Team at Aneurin Bevan University Health Board. Working as part of the Capital Planning Team the post holder will provide leadership, expertise and motivation in the leadership and management of the Health Boards discretionary capital programme and also the development and delivery of major and minor capital projects in line with the Health Boards Capital priorities. Responsible for deploying excellent risk, project and programme management methods to ensure the highest level of delivery assurance for both discretionary and other capital funding routes whilst also ensuring delivery on time and on budget within the relevant governance guidelines. Main duties of the job Reporting directly to the Assistant Director of Strategic Capital, the post holder will work with the Assistant Director to manage the Health Board’s Discretionary Capital Programme, ensuring effective governance, financial oversight, and delivery of prioritised schemes. The post holder autonomously and will be responsible for managing a portfolio of capital projects, ensuring they are delivered on time, within budget, and aligned with strategic objectives. Working closely with operational, clinical, and estates teams, the post holder will coordinate project governance, risk management, and stakeholder engagement. They will play a key role in capital programme implementation while escalating strategic decisions to senior leadership. The post holder will deploy excellent risk, project and programme management methods to ensure the highest level of delivery assurance. The post holder will have a sound understanding of the very best in acute hospital, mental health, community, etc commissioning and will manage the specific complex, whole system programme and projects necessary to open Health Board facilities. They will develop plans, reports and updates as required by the Programme governance and wider programme team, such as Executive Team, when commissioned to do so. The post holder will provide support to Executives and Senior Leaders and may deputise for the Programme Director in relevant programme or project-related matters as required.   • Educated to Masters degree or equivalent demonstrable level of knowledge and experience.
  • Evidence of Continued Professional Development Specific capital skills-based training.

Desirable criteria

  • Association of Project Managers qualification/membership. Prince2 Practitioner level qualification.
  • Formal training in Capital Investment Manual/Business Case techniques.

Knowledge Essential criteria

  • Knowledge of ABHB/WAG planning, capital and management processes
  • Knowledge of operational and strategic Estates issues.
  • Knowledge of micro-planning issues related to design, including operational policies.
  • Knowledge of project and programme risk management techniques. Understand the principles of Prince2 (Foundation Level qualification).
  • Detailed knowledge of NHS Capital Procedures and guidance

Desirable criteria

  • Knowledge of legal, governance and commercial considerations associated with capital, property and contracts.
  • Knowledge of current developments in contracting and procurement of construction projects.
  • Knowledge of capital procurement route.
  • Awareness of NHS Property guidance and management.
  • Awareness of current Capital & Estates issues.

Experience Essential criteria

  • Experience working at a senior position in health.
  • Manager/professional with NHS experience Project management experience Staff supervision and management.
  • Previous personal responsibility for the implementation of Major Capital Schemes.
  • Experience in managing and delivering of Discretionary Capital Programme
  • Practical experience and knowledge of NHS capital and business planning and investment appraisal.
  • Experience of implementing National Strategy /policy Able to demonstrate areas where change has been initiated, managed and implemented successfully.
  • Experience of selecting, appointing, working with and managing external advisers, including financial, property, technical and legal specialists and SCPs on All Wales Framework.
  • Experience of User/carer involvement Experience of working across Organisational boundaries Experience of management of change Experience of contribution to the wider nursing agenda Experience of writing policies, papers and reports Experience of research and benchmarking to 12 influence service developments
  • Experience of making presentations to varied audiences

Desirable criteria

  • Previous personal responsibility for Major Capital Business Cases.
  • Operational NHS management experience in both clinical and non-clinical areas.
  • Experience of commercial contract and procurement negotiation

Skills and Attributes Essential criteria

  • Ability to contribute to the delivery of appraisals, business cases and other Capital Investment ‘products’.
  • Negotiation skills.
  • Ability to influence people
  • Ability to analyse and interpret information from a variety of sources.
  • Excellent organisational skills. Ability to communicate complex messages to a wide and varied audience.
  • Ability to initiate and conduct option appraisal, decision making and problem solving.
  • Able to plan and prioritise work flexibly and meet deadlines. Strong verbal, numeric and written communication skills.
  • Able to work as part of a team or lead a team as required.
  • Ability to absorb and understand issues quickly. IT skills – Microsoft Office including Word, MS Project and PowerPoint.

Desirable criteria

  • Ability to initiate and direct tasks.
  • Ability to motivate and build teams.
  • Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh
