About The Role This is a 12 month opportunity as Service Delivery Manager, you’ll play a crucial role in ensuring the smooth delivery of key projects within our Highways Maintenance Department, supporting the team by managing vital administrative tasks, coordinating communication between stakeholders, and helping drive efficiency across the board. Your contributions will be essential to the success of the team, providing the backbone for operational excellence and making a tangible impact on the organisation's goals. The role is integral to our Highways Maintenance team, which is responsible for ensuring the safe and efficient upkeep of road networks. Your role will be key in facilitating communication between the Highways Maintenance team and other departments, helping to streamline processes and keep essential services running smoothly for the community. Ensure you are eligible before applying.Job DescriptionJob Purpose The delivery of highway maintenance services. Responsibilities
- Prepare work programmes and manage the allocation of resources to meet service delivery priorities;
- Deliver reactive, routine and planned highway maintenance works and rechargeable schemes to agreed quality standards and within agreed estimates;
- Produce annual and specific estimates;
- Ensure the effective day to day organisation of specified groups of staff in accordance with Council and Departmental policies and practices.
- Manage the control of sub-contractor’s work including its measurement and certification for payment.
- Ensure adherence to procedures under the New Roads and Street Works Act 1991 and procedures in relation to dangerous occurrences and accidents within the Highway.
- Participate in the Senior Officer Winter Maintenance rota.
- Supervise winter maintenance activities and other emergencies both in and out of normal hours.
- Co-ordinate service delivery with externally contracted services to ensure the overall objectives of the service are met;
- Represent Highways Services and the Council on local and national bodies and groups;
- Investigate and resolve requests, reports and complaints from Members, MPs and the general public regarding the work of the section;
- Ensure service delivery is customer focused.
- Prepare reports and correspondence;
- Provide technical advice and support on aspects of highways maintenance and construction;
- Manage and control the Highways Service Delivery team budget and monitor and support the control of expenditure against works budgets;
- Monitor and manage service performance;
- Assist The Highways Maintenance Manager in co-ordinating the management objectives of the Service;
- Deputise for The Highways Maintenance Manager as and when required;
- Lead, co-ordinate and administer the work of the section;
- Maintain staff morale and performance and manage staff discipline and attendance in accordance with current procedures;
- Undertake duties of Designated Officer for Disciplinary/Grievance proceedings;
- Take responsibility for developing your own performance within the job.
- Support the development of staff within the team following the current staff development procedures.
- Work within the Departmental Safety Policy taking responsibility for your own safety and that of others.
- Take responsibility for procedures in respect of accidents and dangerous occurrences in the Highway;

Qualifications Chartered Civil Engineer or Incorporated Engineer or equivalent appropriate experience in Highway Maintenance and Construction. Essential Requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.
- Experience of managing a geographically dispersed workforce
- 5 years minimum experience of highway engineering
- HNC Civil Engineering.
- Knowledge of highway materials.
- Experience of winter maintenance.
- Good communication both written and verbal.
- Good standard of numeracy.
- Ability to supervise staff and contractors.
- Possession of a full driving licence
- Experience of production of estimates and of expenditure control.
- Ability to work as part of management team.
- Able to cope with responsibilities.

Desirable Requirements It is desirable that the candidate should be able to demonstrate the following criteria for the post. Candidates are not required to meet all the desirable requirements however these may be used to distinguish between candidates.
- Knowledge of highway law and contract administration.
- Experience of Quality Assurance Systems.
- Knowledge of computerised systems.
- Experience of Highways Act procedures.
- Honours Degree in Civil Engineering.
- Chartered Engineer Status.
